The teacher's are going for a picnic.
The second one is wrong because it is not telling who's teacher.
See-The teacher's son is sick.
This has no grammar mistake because it is telling who's son is sick.

I would say option A, because...."teacher" is a noun. So when you add 's it shows possession. But in this case they are not showing the possession. For example:- Rita's hair is pretty. Over here they are showing Rita's HAIR. So "the teacher's are going for a picnic" is wrong.

I think option b is wrong because,the apostrophe in teacher's is wrong .It has to be teachers

In my opinion option A). has a grammar mistake. It is supposed to be teachers
